The inaugural 2025 Employee Ownership Capital Roadmap is here
The Roadmap is a national strategy to mobilize $10B by 2040, and a credible path to $100B+ beyond, laying the foundation for inclusive, long-term growth. Developed with input from more than 150 investors, fund managers and field leaders, the Roadmap charts how we can grow employee ownership investing from a promising niche to a mature, mainstream market—while maintaining integrity and impact.

The 2025 EO Capital Roadmap was built with — and for — the full ecosystem needed to make EO mainstream. In December 2025, we brought that ecosystem together for the official launch: funders, investors, fund managers, field leaders, and advocates, united around a shared blueprint.

Why employee ownership investment is needed now
The United States is entering a decisive economic moment—defined by two converging systemic risks that will shape the future of workers, communities and markets:
Wealth inequality is at historic extremes—the top 10% hold nearly 70% of wealth while the bottom half hold just 2.5%—limiting opportunity, widening divides and political volatility and weakening long-term market resilience.
A “Silver Tsunami” of nearly 3 million retiring owners puts these businesses at risk of outside acquisition or closure, threatening jobs and local economic stability.
Broad-based employee ownership (EO) shows us that a different economic future is possible— one where workers share in the value they create: stronger, more resilient businesses, better jobs, greater financial stability and communities that remain anchored.
Yet despite decades of proof, EO remains dramatically undercapitalized and underutilized.
The Employee Ownership Capital Roadmap charts a path toward resilient, broadly shared prosperity.
Employee ownership investing is entering a defining moment
Early funds, bipartisan policy wins and strong performance have demonstrated viability—and AUM jumped 73% from 2024 to 2025, growing from $500M to $865M, signaling accelerating momentum. Whether this market becomes mainstream hinges on coordinated action from key stakeholders.
The Roadmap’s North Star charts a path to $1.5B in the near term, $10B by 2040, and $100B+ beyond. With federal and state tools, stronger support for emerging funds, increased investor commitments and shared standards and infrastructure that reduce friction and build trust, the field could scale even faster—reaching $3–5B by 2030 and up to $25B by 2040.
For any roadmap, you need a compass
The EO Capital Compass is our field’s guide for wayfinding—four cardinal directions that keep us aligned on the journey ahead. Through the Roadmap’s strategic recommendations for Investment, Narrative, Infrastructure and Policy, we can navigate the path together toward deeper shared prosperity.
