Build the backbone for a scalable EO market

Scaling EO investing is not possible without the “plumbing” that supports consistent deal quality, reduces transaction costs and builds shared trust.

The Roadmap identifies several critical gaps and near-term priorities:

• Shared data, benchmarking and reporting frameworks
  Transparency, comparability and accountability are essential for investor confidence.
• Standardized underwriting and diligence tools
  Like LIHTC (Low-Income Housing Tax Credit), CDFIs or clean energy project finance, proven EO models need standard templates, model documents and risk frameworks.
• Communities of practice for fund managers
  Peer learning and aligned standards build the field’s professional core.
• Strengthening and scaling backbone institutions
  Strengthening financial backbones that deliver shared language, data, standards and investor education and wayfinding, alongside coordinated ecosystem building and support for emerging EO fund managers.
• Strengthening or developing resources needed by all EO funds
  Strengthening ownership culture and shared services, EO technical providers and leadership talent and field-wide tech/AI solutions to lower costs and enhance execution across the market.

Infrastructure is where EO can most quickly create clarity, consistency and momentum—unlocking the deal flow and credibility investors consistently seek.
